The southernmost region of Russia – Dagestan celebrates its 90th anniversary. Our republic is, in essence, a mini-model of the whole country. Historically, Dagestan is home to representatives from more than a hundred nations and nationalities of our country. For ordinary people it's not just words, but real life practice. Otherwise we do not want to imagine.
In Dagestan, be honest, not as such a basis for aggravation of interethnic relations. From time to time national issues raised by irresponsible politicians and bureaucrats, who can not share the position, the sphere of influence and ownership. In the deep human relations in Dagestan no mutual intolerance and xenophobia. And this, I think the main thing for peace and harmony in our multicultural and multifaith society.
I work at the university for more than 30 years and I can responsibly say that relations among young people, thank God, based not on national principles. I am convinced that our country has historically formed the deep culture of interethnic communication, which deserves respect, attention and spread in our country. I'm not talking about those "countrymen" who, by their lack of culture disgrace to us outside the country, unfortunately, these characters are among all nations.
I'm not trying to smooth out the corners, of course, the situation in Dagestan, as well as the entire North Caucasus is very complicated. The main reasons for the worsening situation in the region linked to organized crime, corruption and tribalism power. Moreover, if crime and corruption, as socially dangerous phenomena sufficiently studied and regulated by law, the phenomenon of "clan government", especially if it is on an ethnic basis, requires special attention. I am sure that it is no less dangerous factor destabilizing the situation in a society that can not only paralyze the positive activities of the entire power structure, but also to "crush" under a media and other civil society institutions.
As you know, after the President's Address to the Federal Assembly in November 2009 was made an unprecedented essentially a program of activities to stabilize the situation in the region. Carried out extensive work on socio-economic revival of the Russian part of Caucasus, as opposed to not proven strong-arm tactics. Formed a new Federal District, approved the Strategy of socio-economic development of the North Caucasus Federal District until 2025. Taking specific steps to ensure law and order in the republic.
With this in mind, apparently, there is no need for anything fundamentally new to offer. But on the part of the implementation of the measures taken to make a few considerations.
To solve the challenging tasks for the development of the North Caucasus region of Russia as a vital need and apparently well-established system of controls on the progress of program implementation, the role of social structures which may be more meaningful than it is today. As noted in the December 17 meeting in Grozny, the heads of regional public chambers and public organizations of Southern Russia (in the North Caucasus Federal District and the SFD), public institutions – community councils in the municipalities and government agencies, the largest non-governmental organizations and public house may have a strong support in several areas of regional development in close cooperation with the authorities. Given that without public support, many questions now and can not be resolved, we think that would be in this key region of Russia to form a more effective model of interaction between public institutions and the authorities. Especially in the Caucasus, particularly in Dagestan, in the so-called free societies, from ancient times there was an effective practice of community self-government, but itwas somewhat deformed, and even information on a "no" during the reform of local self-government. Previously, all local issues effectively solved "in godekane jamaats", in other words, local people in their gatherings, and now the real work of the local chiefs often is "an enigma" of the people. As a result, it contributes to abuse from their side and resentment of the local population.
As you know, Dagestan is translated as "country of mountains" and without being in the mountain zone constituting a large part of the republic, where more than one third of the population can not be stability in the region. Unfortunately, there is mass unemployment, very low standard of living, which is an unmanaged process of resettlement of young people in the lowlands, in the city. The current situation in the mountainous area serves as a breeding base for the formation of extremism based on religion especially among youth. Although the recently adopted law on the republican mountainous areas of Dagestan, we have no assurance that the problem of mining areas will be somehow solved, if taken at the federal level decisions, particularly in Dagestan Development Programme this set of questions will be stated separately. I would also note that in the recent past in the mountain zone of Dagestan branch operated industrial enterprises employing 200 or more people from the local population. Maybe there is a sense of the realities of the market economy to a certain extent to revive this practice?
Judging by what issues to address to us at the Public Chamber, and it operates in Dagestan, almost 4 years relevant to the population are mostly issues related to employment, with the impact of the abolition of the former agricultural enterprises (collective farms) and arose in connection with these problems in the implementation of land use and agricultural practices, increased energy rates and housing problems, weaknesses in the judicial system and law enforcement bodies of local self-government.
I would like here to focus on one more problem. On TV screens and in other media do not go out terror, murder, constant spets.operatsii, which are held in Dagestan. Thus, inevitably creates a negative image of the region, where some militants and ill-mannered youth. But believe me, life is not limited to all this. Dagestan because it is a land of ancient civilization and culture, which, together with the entire country, perhaps today is one of the difficult periods of its development. Dagestan is in fact an ordinary civilian life and associated with normal, everyday people, the development of physical culture and sport, education and health, arts and culture, environmental protection, strengthening ties of friendship between the peoples of the Caucasus and Caspian regions. This is life in all its diversity, which also has its news and its problems, but, unfortunately, rarely come to the attention of our Russian federal mass media. I think that there would be nothing wrong with a student body of Dagestan, cultural figures and science, and ordinary workers learn as well as learn about what's going on, for example, in the Urals and in Siberia. No doubt, the feeling of a single country only occurs there and then, when you know what your fellow citizens live in whatever region of our country they live.
